Staff said Douglas and Donna Guest applied for a variance to allow a 16‑by‑40 accessory building to remain in a front yard, contrary to chapter 59 (article 16) which generally requires accessory buildings in rear or side yards. The structure sits about eight feet in front of the principal structure and the property is nearly four acres; staff noted substantial vegetative buffering to the adjacent parcel and recommended approval if there were no public‑safety or right‑of‑way concerns.
