Planning staff told the commission the 5.53‑acre parcel associated with Virginia Herring (341 William Circle) was previously granted a conditional use permit for events; because the permit was issued to prior owners the use now exists as a legal nonconforming use and staff recommended approval of a lot‑split variance and transfer of the conditional use permit under section 59‑18‑o7.
