Staff said the fill is associated with lot grading, that wetlands are being managed with compensating storage ponds, and that mitigation for protected species and wetlands is handled under the required permitting processes. A resident who identified himself as William Lipscomb pressed whether compensatory mitigation and ponding plans were adequate; staff described a compensating storage pond on the other side of the wetlands and said the developer addressed TRC comments.
After public testimony, board members moved to send a favorable recommendation for FP2400 to city council. The recommendation will move forward with the understanding that required environmental permitting and mitigation will be carried out during subsequent engineering and permitting reviews.
