County staff introduced an ordinance to repeal Chapter 13.5 of the Solano County Code governing underground storage of hazardous substances, saying the chapter has been largely superseded by state regulations and a recent CUPA audit recommended repeal. A staff subject‑matter expert, Lori Mazzola, told supervisors the state’s Title 23 contains robust regulation that makes the county chapter redundant.
