Okeechobee council adopts residential solid-waste rate resolutions, certifies assessment roll

The City Council of Okeechobee on June 2 adopted Resolution No. 2026-04 (a preliminary rate resolution) and Resolution No. 2026-05 (an annual rate resolution and certification of the solid-waste assessment roll) related to residential solid-waste collection and disposal services under the Restated Franchise Agreement with Waste Management.
Assistant City Attorney Stephen Conteaguero read the title of Resolution No. 2026-04 into the record as "A PRELIMINARY RATE RESOLUTION OF THE CITY OF OKEECHOBEE... DETERMINING THE SOLID WASTE ASSESSED COST FOR THE UPCOMING FY; ESTABLISHING THE ESTIMATED ASSESSMENT RATE FOR THE UPCOMING FY..." The public hearing was opened by Mayor Dowling R. Watford, Jr. at 6:09 p.m. and closed at 6:13 p.m. after motions to adopt both resolutions carried unanimously.
Mayor Watford read an email from resident Raia Black asking the city to "continue with recycling, as well as regular garbage pickup and yard pickup," which was incorporated into the official minute file as Exhibit 3. No other public commenters spoke during the hearing.
The council's motions were made by Council Member Robert "Bob" Jarriel and seconded by Vice Mayor Monica M. Clark; both motions carried unanimously. The resolutions reference Ordinance No. 784 and the annual assessment process authorized by the Florida Statutes; the staff report and exhibits were incorporated into the official Minute File.
