Engineer Blaine Markel presented plans for 20 E. Prospect Rd., a property recently rezoned from Industrial to Residential Town, proposing eight single-family attached units and removal of existing structures.
Blaine said PennDOT will not allow an egress directly onto E. Prospect Rd., so the development team is pursuing ingress/egress via N. Church Lane. He described existing right-of-way and cartway measurements and said the SALDO requires a minor street cartway minimum of 32' and a minimum ROW of 50' for a minor street; a marginal access street requires a 26' minimum cartway. Blaine said measured widths are narrower and the developer may request waivers, reduce units, or make roadway improvements (mill and overlay, binder and wearing course).
Commissioner Evan Hiester raised safety concerns about additional traffic and pedestrian safety, noting particular concern for schoolchildren walking in the area. The Commission recommended meeting with the York County Planning Commission traffic division and PennDOT to clarify requirements. Staff said sidewalks would be required and borough staff would consult on curbing and widening recommendations. The developer said alternatives include building fewer units or improving Church Lane to meet cartway standards.
Next steps: Developer to consult with Borough Council, York County Planning and PennDOT and may return with revised plans or waiver requests.
