Commission unanimously backs SUP for accessory structure at 7405 Penridge Circle; staff notes partial floodplain on lot

Planner Liliana (recorded in the transcript as both "Liliana Morejon" and later as "Liliana Moreno Hornigan") presented a special-use permit request on behalf of property owner Steven Trahan for an enclosed accessory structure in excess of 500 square feet at 7405 Penridge Circle in the SF-9 district. Staff described the lot as approximately 0.5 acres, said the existing primary home is about 2,300 square feet with a 192-square-foot shed and roughly 2,100 square feet of existing impervious surface. Staff said the application adds an accessory structure and approximately 600 sq ft of concrete, estimating resulting lot coverage at about 30% (6,336 sq ft), under the SF-9 45% maximum. Planner Liliana also noted that part of the northwest area of the property lies within a floodplain.

The public hearing drew no speakers. Commissioner Pollard moved to recommend approval; Commissioner Tucker seconded. The commission voted 7–0 to forward the recommendation to the Rowlett City Council. The Chair adjourned the meeting after the vote and offered holiday greetings.
