City staff reported a local business requested to periodically purchase water from the city system via a hydrant meter to fill a commercial tank. Staff explained a hydrant meter is a portable meter with an approved backflow prevention device that temporarily attaches to a fire hydrant to measure consumption for billing, and said the city currently has no formal policy on issuing hydrant meters to private entities.
