Developers present mixed‑use concept for Warner Road site

Planning and design consultants presented a concept plan for CP‑25‑1, a proposed mixed‑use development along Route 161 that would re‑route Warner Road through the center of the site to create a more walkable destination. Hutchinson (S7), representing the project team, said the plan would bring retail to 161, front buildings toward the road, place parking behind structures, and include multi‑family housing and buffers along the periphery.
"What you see before he tonight is again really that where we have, you know, kind of a mixed use development where. Where we want to relocate Warner Road to the center of the site," Hutchinson said, noting significant portions of the property lie in a floodway and floodplain. The presenter described reserving northern portions for a pathway system and easements and said a narrow crossing of the creek on the site could avoid an expensive flood study.
Council members and staff raised technical questions about intersection spacing along Route 161 and coordination with county and neighboring jurisdictions. Hutchinson said the team is working with staff to refine lot sizes, roadway lengths and connectivity and expected to return with more detailed annexation and development plans. The presentation did not include a formal vote; planning and zoning previously reviewed the concept and forwarded suggestions to council.
