ETSB director outlines STARCOM conversion, ProPhoenix integration and telecommunicator training

At its Jan. 27 meeting the Henry County ETSB heard a detailed operational update from 911 Director Matt Swanson about radio and dispatch-system improvements. Swanson said second‑touch radio programming will occur at the OEM on Feb. 2 and that the county plans a conversion of fire and EMS communications to STARCOM in late 2026 or early 2027. He said staff continue to work on priority channel issues in Geneseo and Kewanee and on combining multiple incident response codes into a single set that will include MABAS Box Cards.
Swanson told the board that ProPhoenix will issue a credit for software rather than the board using Watchcard, and that ProPhoenix training for telecommunicators is scheduled to start in March. He also reported ongoing work to integrate data between telecommunicator supervisors and ProPhoenix and noted the ETSB website is progressing. Swanson said Eventide is addressing call‑recording bugs and that a radio license lapsed during the government shutdown has been renewed; the MABAS conference is scheduled for February.
