Chairman Faizon, sponsor of House Bill 25‑09, described the legislation as a pilot program administered through the Tennessee Housing Development Agency (THDA), saying it would "put $10,000,000 in their coffers that will be split evenly among the $3 divisions to allow some incentives for affordable housing." He told the committee the program would target families earning roughly 80–150% of area median income and prioritize projects near employment centers.
