EDC weighs three façade improvement grant options, staff seeks commissioner feedback

Barbara Fryer, Community Development Director, presented three options for Town Center façade improvement grants and asked commissioners for feedback.
Option 1 would have the City contract with an architect to provide design support to building owners. Option 2 would let building owners apply for design funding in the $2,500–$10,000 range with a required 1:1 cost match. Option 3 would provide a 50% match for a larger restoration grant up to $400,000, with applicants required to provide a 30% match and the City covering half of that 30% match.
Staff clarified that State Parks and Recreation grant amounts are variable and may change year to year, and that applicants would likely be allowed to apply for only one grant rather than multiple. Commissioners suggested $10,000 would be a useful initial level for design grants and discussed whether tenants could apply with owner permission; staff said the owner would ultimately be responsible.
