Board approves Pirates Landing PUD modification to secure public beach access

The Board unanimously enacted Ordinance No. 2026-9 to approve MAJMOD 2025-10, a major modification to the Pirates Landing Planned Unit Development, allowing portions of the property to be granted to St. Johns County for proposed public beach access facilities and permitting two residential dwelling units. James G. Whitehouse, representing the applicant, presented the proposal and outlined prior PZA review and findings.
Public commenters raised concerns about parking, traffic, buffer design, potential liability, and requests for additional access to the south of the project. Emergency Management Director Joseph Giammanco provided details on cost-share for beach access features and staff discussed trolley stop options and parking mitigation. The motion by Commissioner Murphy passed 5-0 based on six findings of fact in the staff report; the ordinance includes requirements and conditions laid out in the staff report.
