City staff presented a request to authorize negotiation and execution of a real estate purchase contract (REPC) for parcel ADash0033Dash0001Dash0000 using corridor-preservation funds administered regionally. Dan Jesson explained the transportation master plan identifies future roadway corridors, and when development is proposed in one of those corridors the city may acquire property or balance property-owner rights with the community plan.
Jesson said the preservation program has approved the property for funding, that purchase price would be set by the independent appraisal and that acquisition would only occur with mutually acceptable terms. He noted a small upfront survey cost "a couple thousand bucks" to split the corridor land from the remainder and said the county managed the preservation fund as a trustee. Council moved to authorize negotiating the REPC and the motion carried.
Council clarified the city would not have out-of-pocket corridor-preservation expenditures at the moment of entering into a REPC (survey costs would be recouped when surplus property is sold), and staff confirmed any unresolved title or GRAMA matters would be settled prior to finalizing the agreement.
