District Engineer Charlie Krebs and PSGRC General Manager Eric Long explained that the MRI Change Order and relocated inlets for Phase II were driven by field conditions and homeowner input. Mr. Mountford said he believed approving "another $150,786.09 expense without scheduling a Special Meeting to discuss and vote on it" was not fiscally responsible, and raised concern that the CDD operation showed "major dysfunction" when approvals occur without additional board review.
