District reviews tentative five-year work plan; capacity projects shown in years 4–5

Jim Lipsey, the district's school planner, presented the tentative five-year work plan (district capital improvement plan), explaining that DOE's later COFFTI projections delayed EFIS editing this year and that the version before the board is current as of the meeting but tentative until board adoption and DOE acceptance. "The work plan is considered tentative until it's formally adopted by the board and accepted by DOE," Lipsey said.
Lipsey said DOE guidance asks districts to show projects that could theoretically be funded so the plan can appear feasible; he also noted the district prefers to leave some funds unallocated to preserve flexibility. He stressed that capacity projects shown in years four and five do not create immediate concurrency commitments for local development reviews. Board members asked about timing for specific items such as tennis-court resurfacing and track replacement (the district said those requests were submitted for 2026–27 but appear in the tentative plan for 2027–28) and clarifications about Eastside Elementary's cafeteria/front-office renovations. Lipsey and Brian Reagan said they will update the plan and bring a final draft back for formal approval at the August 11 meeting.
