At the start of the meeting the presiding officer read the district's public comment instructions: "The purpose of public comment is to provide an opportunity for a member of the public to speak." The board record notes that members of the public must state their name, a five-minute time limit applies, and that questions will be referred to the Superintendent for research and response if a speaker requests follow-up.
