Blevins described a phased approach: "The engagement will take place over six months and is structured in three phases," with Phase 1 (Assessment & Discovery) in months 1–2, Phase 2 (Analysis & Strategy Development) in months 3–4, and Phase 3 (Implementation Planning & Transition) in months 5–6. Key deliverables include an Initial Assessment Memo in month 2, a Strategy Memo in month 4 and a Final Memo in month 6 that will present recommendations, an implementation roadmap, and a performance monitoring plan. Board members were asked to provide feedback on the plan’s objectives and timelines.
