Staff walked through ending fund-balance projections and explained why the county separates the reserve fund for a future courthouse annex from the operating emergency reserve. One official said the reserve fund was set aside so the county would not let the emergency reserve grow excessively; "that way, that 30% didn't continue to grow up to 50%," a participant explained.
