Commissioners approve subdivision, easement vacate and zoning code updates
Summary

Scott Lyons, community development, presented Ordinance 646 to vacate the Willard Canyon Trail easement consistent with prior public hearings; commissioners adopted the ordinance. He also brought Agreement 26-10 for Lookout Mountain Phase 2, a 10-lot subdivision covering approximately 20 acres (lots ~1.75–2 acres). Lyons described the improvement agreement as securing required infrastructure work and said the agreement will be finalized once signatures are corrected; the commission approved the agreement subject to those signature changes.
The commission approved Ordinance 647, a zoning-map amendment to change a ~10-acre unzoned parcel to R R 2 (rural residential, 2-acre minimum), after the planning commission recommended approval. Lyons explained the change limits future commercial or industrial uses and sets density at two-acre minimums.
Finally, commissioners adopted Ordinance 648, a consolidated set of text amendments that correct code cross-references, clarify temporary-use permit authority (assigning review to the planning commission), update day-care home licensing language to align with state Department of Health and Human Services licensing, and revise recreational-vehicle occupancy rules and exemptions. The ordinances and agreements were approved by unanimous vote.
