Hood County names England Engineering LLC as temporary floodplain administrator

Hood County commissioners voted to amend the countys Flood Damage Prevention Order (Article 4, Section A) to name England Engineering LLC as the floodplain administrator and to designate Nick Castaneda as the countys point of contact for floodplain questions, enforcement, permits and applications.

The county judge had placed the item on the special-called agenda. Commissioners debated whether to leave the designation broad (judges designee) or to name a specific contracted firm. Supporters said naming a contracted, licensed engineering firm would provide clear, reachable technical authority for residents and staff; others noted the judge could later designate another party.

Commissioner Andrews made the motion to remove the director of development and insert England Engineering LLC as floodplain administrator while naming Castaneda as the countys on-the-ground point of contact to accept permits, process funds and perform enforcement actions in coordination with the firm. The motion was seconded and passed with no opposition. The court described the measure as temporary pending further review of development regulations.
