Commissioner Andrews moved to appoint Castaneda as the countys interim development coordinator, charging him to accept applications, receive funds and issue receipts, coordinate with third-party engineers and oversight agencies, and serve as the primary point of contact for development matters. The motion named Castaneda and proposed compensation equivalent to $28.85 an hour; the motion was seconded and passed unanimously 4-0.
Discussion leading up to the vote emphasized the volume of routine development requests (setbacks, septic, replats) and the need to prevent unpermitted construction. A specific complaint was raised about a 1.382-acre property on 2729 Lambrino Highway where four foundation sets were in place and construction risked moving forward without county approval. Commissioners agreed that assigning a named interim coordinator and using outside engineering support would help administer permits and enforcement while development regulations are finalized.
