County details CDBG, FEMA and Leon River flood‑mitigation progress

Coryell County staff reported that CDBG mitigation projects are moving through engineering and environmental review with bidding expected mid‑2026 and construction later in the year; FEMA reimbursements are beginning to arrive and hydrologic gauge installations and modelling for Leon River crossings are advancing.
Staff told the court the hazard mitigation plan recruitment is ongoing and a workshop with consultant MRB is being scheduled for Dec. 9 ahead of the Dec. 16 commissioners meeting. The county reported about $82,000 in CDBG reimbursement funds already received; two significant projects remain pending additional FEMA-required engineering and RFIs.
On larger mitigation projects, staff said engineering is progressing toward 60–90% milestones through mid‑2026 and expected solicitation/bidding after environmental certificates are finalized. For the Leon River (Cow House) flood project, staff reported 8 of 9 gauges installed or incoming, synchronization of sensors and camera assets is underway, and A&M‑scale gauges will go through procurement. Staff said modelling outputs will allow the county to prioritize four crossings and seek additional funding-sharing opportunities.
