Council workshop reviews UDC text amendment including higher open‑space and buffer rules

Shannon, a staff presenter, gave a topic‑by‑topic summary of a proposed UDC text amendment and described major changes staff says are intended to implement the comprehensive plan.

“The UDC text amendment exceeds the council's request for 50% as this update requires 80% open space concurrent with 80% development,” Shannon said, outlining changes that also include higher review standards for future developers and clarified buffer requirements, particularly along South Baldwin Parkway. She told the council the amendment would not change the 20‑acre minimum lot size in the RL district at this time and recommended leaving family‑lot rules unchanged pending the comprehensive‑plan update.

Supporters framed the edits as technical fixes and alignment with the comp plan; several council members said they needed more time on particulars such as hamlet clustering limits and the phrasing of permitted uses. One councillor said portions of the draft would be better explained for lay readers before a vote. The item will proceed as a workshop-level review and return for further consideration at future scheduled council business.
