RPC staff acknowledged a recurring local complaint: state and census data can misrepresent small communities. The presenter said RPC uses LEAP (Low Emissions Analysis Platform)-derived regional breakdowns and then apportions values (for example, Tinmouth's share of region-wide home counts) to estimate local energy use. "People don't trust the data," he said, and noted planners are discussing new groupings and outreach to produce better town-level figures.
