Planning staff told the Stephens County Planning Commission that the state offers broad guidance on tiny homes but local definitions and zoning compatibility remain unclear.
"Georgia Department of Community Affairs, you know, they obviously have some some guidance on that," said the staff member (speaker 4), who recommended the commission consider a work session to narrow a local definition, review where tiny homes could fit in county zoning, and explore ordinance options. The staff member noted the state even classifies some recreational vehicles as tiny homes, which would conflict with existing county RV rules.
Commission members agreed the materials provided a useful overview but left open important questions about where tiny homes would be permitted. Chair (speaker 2) and others said a dedicated meeting or work session—similar to one held last October—would give the commission time to draft specific regulatory language and identify whether amendments should be made to manufactured-park or residential zoning provisions.
The commission did not take formal action; staff was asked to coordinate timing for a work session and to circulate the state guidance to the commissioners by email.
