Selectboard removes prison site from Tier 1B resolution after state reclassification; ACT 250 implications noted

The Windsor Selectboard voted May 13 to amend its previously adopted Tier 1B municipal resolution to remove references to the town's former prison property after the state required reclassification; the change means the site "will not be exempt from ACT250," a regional planner told the board.

Jason Rasmussen of the Mt. Ascutney Regional Commission told the Windsor Selectboard that the state required reclassification of the former prison parcel in the town plan, prompting a local change to the municipal resolution. "Prison Property will not be exempt from ACT250 because of this," Rasmussen said, explaining that the state would not accept the "village" designation and required a "redevelopment" label instead.
