Interim Behavioral Health Director Joseph Hallett updated the Executive Committee on scheduling and program matters, saying the BHSA (Behavioral Health Services Act) plan draft is complete and will be posted to the county website in line with public-notice requirements ahead of a May 13 public hearing. Hallett requested moving the St. Helena meeting to June to accommodate the hearing timeline.
Hallett said the Early Intervention Request for Proposals attracted requests that exceeded the available funding and that "award decisions remain pending due to ongoing contract negotiations." He explained a portion of prevention funding shifted to the California Department of Public Health, reducing the local funding pool; the county will continue to support early intervention services using existing agreements and settlement funds where possible.
Hallett also noted that ADA remediation of posted documents has lengthened processing times and requires draft agendas be submitted 10 business days before meetings. The committee did not take a final vote on meeting date changes at this session.
