Staff presented the Greater Rigby Area Development Plan and highlighted where additional commercial and industrial zoning may be appropriate. Members raised green-space, traffic and long-term land-use concerns and cited past examples of rapid densification.

Milton Ollerton reviewed existing commercial and industrial zones and told the committee, "There should probably be some more commercial and industrial and part of what the group should do is determine where it should go." He framed the sub-area plan as a way to add tailored guidance to the county's Comprehensive Plan so future ordinance changes can follow.
