Jefferson County adopts updated building codes and placement permit for shipping containers
The Board adopted Ordinance 2026-04 to amend Chapter 104 to adopt the 2018 International Building Code, add Idaho plumbing and electrical codes, and create a placement-permit process for shipping containers (Connex boxes); staff said the placement permit will be cheaper and requires anchoring and level placement.

Planning and Zoning staff presented proposed amendments to Jefferson County Code Chapter 104 to adopt the 2018 International Building Code and to add Idaho plumbing and electrical codes. The staff presentation also proposed a placement-permit approach for shipping containers (Connex boxes) that requires level placement and anchoring for stock shipping containers, while modified or stacked containers in flood zones would require a building permit and engineered plans.
