Tree‑service operator agrees to screening, board approves modified variance

Steven Massey asked the board to convert a temporary variance to a permanent variance so he can operate a tree‑service business (including vehicle and brush storage) from his farm‑zoned property. Massey said he met the board's prior conditions, planted screening trees and has worked with neighbors to reduce impacts.

Staff read the terms proposed in the application — operating hours, employee limits and restrictions on stockpiling and burning — and noted the earlier approval dates and conditions the board set. One supporting neighbor (Nick Millander, via an emailed statement read into the record) said Massey had implemented the conditions and recommended approval if Massey agreed to the restrictions. The board approved the variance with the previous conditions (removing only the earlier six‑month limit); the roll call returned 4 yes, 1 no and 1 abstain. The office will provide certification of approval with those listed conditions.
