Committee members reviewed a red-line of proposed 2027–28 strategic goals and debated language intended to broaden "safe and healthy neighborhoods" to "safe and healthy community." Laurie (speaker 9) presented the markup and stressed inclusivity for businesses, schools and parks. Members discussed whether to retain the term "procedural justice" and how to express the goal plainly for residents.
