Rowlett planners recommend code changes to implement Texas House Bill 24; commission backs updates 6–1
Planning staff proposed text amendments to Rowlett's development code to implement House Bill 24 (effective Sept. 1, 2025), including a new definition of "comprehensive zoning change," raising certain protest thresholds from 20% to 60% for rezoning that increases residential capacity, revised notice and sign posting timing, and a requirement to notify school districts; the commission recommended approval 6–1.

Planning Manager Jalen Porsche told the commission that proposed amendments to the Rowlett Development Code are intended to bring local procedures into compliance with Texas House Bill 24, which took effect Sept. 1, 2025.
