Non-voting student member Collin O'Donnell told the Commission he calculated a 28.15% tree canopy for Avon using 2023 USGS data, compared with a previously reported 25.83% figure. O'Donnell said he ran the analysis in GIS with IT assistance from Mr. Jenkins and noted uncertainty about the year of the earlier measurement, which makes direct comparison difficult. "28.15% tree canopy using 2023 USGS data" was the updated figure presented to the Commission.
O'Donnell said he was skeptical that a 2.3 percentage-point gain could have occurred in a short timeframe and pledged to continue checking data provenance and dates to confirm whether the increase is accurate. The Commission discussed the need for precise, comparable baseline data and accepted O'Donnell's plan to dig into the records and methodology to provide clearer longitudinal context.
