Planner Carol told council the project seeks a special use permit, two bonus‑height stories and zoning/site plan approvals in a C‑3 district; the developer proposes 158 income‑restricted rental units at 50–80% AMI, ground‑floor commercial space and 222 on‑site parking spaces split between two garages. Carol said the planning commission will review site plan and SEQRA applicability and that lot merger requirements must be completed before a building permit can be issued.
Councilmembers asked process and lot‑merger questions; staff said the lot merger is handled at the assessor's office and will be a condition of approval. Staff said they will bring a resolution to schedule the public hearing in September and return with planning commission recommendations.
