Whitman County's Solid Waste Plan accepted by Ecology, now under agency review

Whitman County Solid Waste staff told the Solid Waste Advisory Committee that the county's Solid Waste Management Plan was accepted by the Washington Department of Ecology on January 13, 2026, and was sent to the Washington State Department of Agriculture and the Utilities and Transportation Commission for the required 120-day review.
"The Solid Waste Management Plan was accepted by the Department of Ecology on January 13th, 2026," David Nails said and added Ecology's next formal reviews will follow in the weeks ahead. Nails told the committee the county expects edits or clarifications during the review window but that the plan is proceeding through the normal administrative process.
Nails also provided year-end disposal figures to contextualize the plan: Whitman County disposed of 33,348 tons in 2025 (including limited-purpose landfill tonnage), down from 34,097 tons in 2024. Nails said those totals reflect a return toward pre-pandemic norms after 2020 and 2021 peak years tied to higher university enrollment.
The committee did not take a formal vote on the plan; staff said they will circulate any agency comments and next steps. The committee requested that Nails distribute the membership/term sheet and other procedural materials at the next meeting.
