Emergency Manager and Solid Waste Director Lynn Siegel told the board that the county's Code Red system went down the prior week and that the contract with Code Red ends Dec. 31, 2025. Siegel recommended switching to Regroup, noting Jackson County in southern Minnesota uses Regroup and had positive feedback.
Siegel provided cost figures in her presentation: "Code Red costs $9,500.00 a year, and Regroup's quote is $8,000.00 for 3 years." Commissioner Mark Gail moved to approve switching to Regroup; Commissioner Chad Metz seconded the motion and the board approved the vendor change unanimously.
The board recorded no additional procurement contingencies in the minutes; staff will complete contract paperwork and implement the new notification platform before the Code Red contract expires at year-end.
