Reed said she made small changes between readings, notably adding $35,000 to purchase two digital reader boards to be paid from the street fund and noting that the amendment causes Fund 35 (Facilities Fund) to fall below the city's reserve policy.
Reed said the $35,000 transfer was split across funds using the same percentage allocation as the IT budget and that staff performed a one-time transfer to keep the IT fund within policy. Committee reported full support for the amendment and the council approved the ordinance on second reading.
