The February grant requires a 25% county match; estimated project cost $341,000 with county share initially estimated at ~$75,000 but expected out-of-pocket ~$35,000–$40,000 due to prior work.

County staff reported two Emergency Watershed Protection (EWP) items related to recent flooding. Shawn Utt said staff recommends negotiating and executing a contract with Terra Tech Engineers for the Hurricane Helene EWP project; the firm has completed two recent EWP projects in Buchanan County. The Planning/Public Safety committee recommended the administrator be authorized to negotiate and execute the contract.
