Parowan planning staff told commissioners the draft sign code would regulate electronic message centers (EMCs) to protect night‑time visual impacts and public safety. The draft requires EMCs to include automatic ambient light sensors and caps the allowable increase in night illumination to 0.3 foot‑candles above ambient when measured per industry guidance.
