"Rather than modify our our existing sign code, I really felt like it'd be best just to, what we call repeal and replace, and kind of build it from scratch," staff said, explaining the draft is long because it tries to anticipate conflicts and clarify purpose statements. Commissioners and staff debated definitions (including a flagged 50‑square‑foot billboard threshold), illumination and nuisance language, and when the planning commission versus the zoning administrator should review exceptions.
Commissioners asked staff to return with comparative numbers from similar cities on maximum height, sign area and allowable counts by zoning district. Staff also said enforcement language and notice procedures remain a 'skeleton' to be fleshed out. Given the outstanding work, the commission voted to table the public hearing on the new sign code and asked staff to prepare a fuller draft before scheduling the hearing.
