Parowan planning commission backs permit exemption for routine reroofing

The Parowan Planning & Zoning Commission voted July 15 to recommend that the city council adopt an update to PCMC 10.01.020 to exempt routine reroofing from a building permit when the work does not alter a roof’s structure, shape or pitch.
Staff explained the change is intended to reduce cost and paperwork for homeowners undertaking nonstructural roof repairs. "A building permit would not be required when existing roofing materials are simply repaired or replaced. The roof structure is not altered. The shape or pitch of the roof is not changed," staff said, adding projects must leave no more than two asphalt shingle layers after completion.
The commission opened a public hearing on the draft but closed it without testimony after confirming no members of the public were present. Chair moved to recommend the amendment to the city council; the motion was seconded and approved by voice vote. The recommendation advances the draft to council for formal consideration and any further revisions.
