"When you're designing a site, a 50 acre site or a 300,000 square foot building, it takes a little bit more time than that," Mark said during the public hearing presentation. He urged commissioners to support the ordinance that would lengthen the operational deadline to two years and add a definition for when a use is considered established.
Staff clarified that the change would not retroactively revive conditional use permits that already expired; those projects must reapply or seek an extension. Staff also said applicants may request additional time beyond two years, but any further extension would be decided at the commission's discretion.
