The state says it's 16.4," he said, noting Manor appeared as 24 on the district sheet versus about 15.5 in state data. Staff responded that the district numbers come from a recent count day and real‑time PowerSchool records while the state reports can lag or use a different definition of 'teacher' and FTEs.
Board members discussed whether consolidating Waterloo's students into other buildings would affect apparent ratios and whether the state's published figures divide by total building FTEs rather than classroom teachers of record. Flynn said she pulled her counts from the teacher class lists and verified them in PowerSchool, the district's attendance and enrollment record. No formal action was taken; staff said they will provide the underlying spreadsheets and the teacher contract language to clarify calculation methods.
