Planning commission backs map corrections covering roughly 651 parcels

Planning staff and the county’s GIS specialist presented a set of land‑use map amendments intended to correct errors introduced during the 2024 comprehensive plan adoption and to better focus commercial zoning on corridors. Staff said about 651 parcels would be changed or amended across four primary areas, including a County Road 3/Wise Road corridor where approximately 432 parcels that had become commercial will be limited in scope and many parcels restored to residential classifications.
Maggie Young, senior operations specialist in the Land Services Department, showed interactive maps and explained the proposal to restore many parcels to their pre‑2024 classifications. For Fort Ripley staff noted about 178 parcels would revert from rural residential 5 to rural residential 2.5, including a 78‑parcel platted neighborhood off Highway 371 and a larger swath along the Mississippi. Staff also said three Bay Lake Township parcels were inadvertently switched to shoreland and would be returned to waterfront commercial. The presentation noted Mississippi Headwaters Board shoreland rules (500‑foot shoreland buffer, 5‑acre minimum lot size for new lots) constrain shoreline changes.
A motion to recommend that the County Board adopt the Land Use Map Amendment changes passed on a second and voice vote. Staff described a small number of additional cleanups and said several site visits will be scheduled for specific map amendments and variances.
