Clear Creek ISD federal programs laid out a four-step process schools use to determine whether a student qualifies for Title III services. The presenter described the steps as: (1) a home language survey families fill out at enrollment; (2) a short English check when a language other than English is listed; (3) review by a trained Language Proficiency Assessment Committee (ELPAC); and (4) a written letter to families explaining eligibility and supports in the family's preferred language. "It's a clear 4 step process," the presenter said.
