Planning staff told the commission the draft would require sign permits to be tied to an existing or actively progressing primary use, with limited exceptions for land-for-sale or development-identification signage. "We wouldn't permit the sign at all prior to the bank going to construction," staff (speaker 2) explained when discussing pre-construction signage.
