The Willard City Council approved an improvement agreement with XRAM developer Chris Marx concerning a 400 West stub road. Under the agreement, Marx will deposit money with the city in place of immediately constructing the road; council members expressed concern about how to account for and guarantee those funds would be available when construction is needed.
