Staff: Hutto lacks capacity for routine same-week plats; UDC draft would enable some administrative approvals
Summary
Staff told the council that recent UDC drafts included staff-level administrative approvals for certain plats, but the council did not adopt those provisions and the city currently lacks staffing to guarantee rapid recording. Council requested a staff-capacity and process-impact assessment.

Planning staff (S2) told the council the updated UDC draft had proposed administrative approval for certain plat types, but those changes were not adopted and the city currently cannot reliably promise same-week recording for plats. "We don't have the staffing for that," S2 said, explaining the department's limits and why some waivers are used case-by-case.
Staff urged that an administrative approval pathway would require explicit ordinance language and likely modest increases in review capacity if the council wants routine fast-track options. Council members asked staff to include staffing and process changes in their research so the council can weigh procedural change against operational cost and risk.
