Cass County board designates elected officials as 'employees' for public-data requests

The Cass County Board of Commissioners voted unanimously May 19 to designate elected officials as employees for purposes of the Minnesota Government Data Practices Act, a move staff said is needed to process a recent personnel-data request.
County Administrator Josh Stevenson told the Board he had received a media request and needed formal direction. "I need to know this designation to comply with the data request appropriately," Stevenson said during the meeting. Commissioner Neal Gaalswyk made the motion to designate elected officials as employees; the motion was seconded by Commissioner Rick Haaland and approved by all four commissioners.
The designation clarifies how personnel information about elected officials will be classified when the county responds to public records requests under Minnesota law. Board discussion was brief and focused on following the Department of Administration advisory guidance provided to the county; no additional action was requested from staff.
